This view hasn't made it into the current release of the Version 4 Essential Viewer (just as it did not make it into version 3), which is why the menu item was disabled.
That it was available to enable is a configuration bug in the Essential 3 baseline repository.
Having said that, we'll look into adding this to the next Essential Viewer update.

Hi,
The specific view in question missed version 5. We'll have a look at the options for this kind of view in version 5 and post back with an update

Hi,
After some research here, we've discovered that a core_bl_bus_cap_issues.xsl view never existed or if it did, it may have been a bespoke view for a client. It seems we may have set up the baseline repository with the intention of creating this but never getting around to it.
Right now we don't have an specific views that show issues but it's certainly possible to create them. We'll log the request for a future release however if you require something sooner then feel free to get in touch with EAS via the Services menu at the top of this page and we'll discuss your requirements.
Thanks
Neil
