Objective/Principle rationale

Hi,

I'm wondering why rationale is captured in Objectives for the Technology layer but not Principles whereas the other layers capture this in Principles but not Objectives?

I'll take a close look at that and get back to you. Could well be an inconsistency that we need to resolve.

This is an inconsistency. The rationale should be on the Principle, not the Objective.
I will create a patch update to resolve this.
