Installed a standalone version of the application.
When I tried to publish I get the following error:
Rendering repository...
Sending repository snapshot...
Checking for access...
Sending XML snapshot...
Failed to send snapshot to the Report Service :
Essential Viewer ReportService could not be found at this URL
On Tomcat, I see the following log:

I did place the essential_viewer war file in the webapps directory.

Hi,
Most common issue is the permisions on the directory ie: read only vs write on the unpacked viewer directory. A report.xml file is create and placed in that directory at root. Or the path name in the publishing service (essential Viewer) is wrong and lastly there is a memory issue but sounds like first two. Is tomcat up and running?

Thanks for posting back that you have been able to resolve this via the Apache Tomcat version.

Version 10 of Tomcat
Further on Windows I had to remove jaxb-impl.jar from from the plugins folder as it was throwing exceptings. It wanted 2.2 jaxb-api.jar. I replaced the 2.1 version with 2.2 and yet it complained.
