Linking change to business capabilities

During the execution of portfolio management activities, it would be useful to be able to link projects or project activity to business capability. That is, understanding which projects, programs or initiatives are contributing to the uplift or maturity of a particular business capability. In that way (and provided the adequate report is produced), one would be able to identify any areas of over or under spend. Then have the ability to assess the alignment of planned funding to capabilities that are of greater value to the business.
Can this type of analysis be done with the current meta model? Are there any reports that could provide such insight?

This is definitely possible.

The out of the box Views accessible via the Programme Summary (on the default homepage - and via the View Template: enterprise/core_el_programme_catalogue_by_name.xsl) should show what the Business Footprint of the programme - or by selecting the projects in that programme, the foot print of that project - is in terms of the Business Capabilities.

We have also produced Views that combine the business footprint perspective with the business objectives which means that not only can we see which Business Capabilities are being affected by the Programmes and Projects, we can see how the Projects are addressing the business objectives.

These Views should hopefully help in terms of establishing what the specific perspective you are looking for. The meta model has all the constructs in place to manage what you describe, so it is certainly possible to quickly put the required View together if the out-of-the-box Views are not covering everything that you need

Yes, indeed that can be done with the existing meta model.

I'm not sure we have out-of-the-box views that 100% do what you're asking but the Project Summary views show which areas of the Business Capability Model are impacted by that Project.

We have certainly done extended views to include project spend / budgetary elements with the view of change, so it's all possible.

Change is already linked to business capabilities in the model but depending on your level of maturity may require significant effort.

Options which include modelling all the way down to Physical Process to model how an application automates a process through a role may require more data than is available.

We have modelled Change at the Capability level 3 (do not model at level 2 as you will loose the granularity you need to make decisions or to visualise the change.) along with business objectives, gaps / needs and of course App provider supporting capability. We use a change milestone change to show changes over time to a capability and have duplicated the Project Acts on Bus capability slot.

As we do a full portfolio view with Application Life cycle combined with Portfolio view we have extended some of these classes to show change over time (includes new Capability Models).

Reports needed:
1) Strategic Plan - With Extended Data
2) Architecture States - We use the standard data structure but new reports that provide a 5 year horizon against each application / each capability.
3) Project / Program Summary - Extend to included Change Activity for Application
4) Milestone reports - More detailed project activity reports
5) Application Architecture States - New Report
6) Portfolio Architecture States - New Report.
7) Current / Future State

We model change at a detail level lower that Logical Application but we have evolved this and started at a higher level. Most change is a result in new functionality / or new service and we report on this data rolled up to capability level.

To get Change right you need another 10 reports enhancing what is already in the repository.
