As one more workaround, changed vs-arrow style in business/core_bl_value_stream_summary.xsl, as attached, on the font-size, from 1.2em to 0.8em. now it's able to display three lines, so far ok to read, just for quick adjustment. Better to have the text wrapped inside the arrow and auto-fit with size.

Fixed by downgrading from Tomcat 11 to 9.
