Does Essential Modeller have the capability to produce "As-Is and "To-Be" architecture models :!: If so, are there instructions available :?:

Yes.
The Strategy Management area of the Essential Meta Model has a construct called 'Architecture State' that you can use to define a particular state of the architecture, with associated time parameters. I would recommend using these to define states that describe particular aspects of the architecture, although there is nothing stopping you defining Architecture States that include the whole architecture.

You can then use each architecture state in one or more roadmap models to show how the architecture (or typically aspects of the architecture) will evolve over time, from state to state. In terms of the transitions between Architecture States, we relate these to the Strategic Plan instances, which describe HOW we plan to move from state A to state B.
